Speaking to reporters, James Shaw called the draft “entirely unsatisfactory.”

He added that the proposal “really gives up hope of achieving 1.5[Celsius, 2.7 degrees Fahrenheit]”, referring to the limits agreed in the 2015 Paris Agreement.

He said parties will continue to work on this issue and aim to reach agreement on a damages fund for developing countries suffering from the impacts of climate change.

“Everyone wants loss and damage consequences, and everyone wants 1.5 to live, so that’s what we keep doing,” he said.

Germany’s Foreign Minister Annalena Beerbock has said that responsibility for the overheated UN climate negotiations “now rests with the Egyptian COP presidency”.

She said the European Union made it clear last night that it would not “sign here any document that deviates significantly from the 1.5 degree Celsius trajectory that would undermine the 1.5 degree target.”

“If these climate conferences set us back, we wouldn’t have needed to travel here in the first place,” she said.
